According to the results of open records requests for Salary Data Over The Years (subscriber-only content), as well as the recently acquired personnel files (linked above), Chris Perkins started working for JCPS in 1999 as a substitute teacher. He was appointed Chief Operations Officer in 2020.

Marcus Dobbs began working as a bus driver for FCPS in 1996 before being tapped to be second in command of transportation for JCPS in 2021. Prior to Dobbs’ arrival in JCPS, there does not appear to be anyone who held that job title.

If I recall correctly, Perkins was one of the individuals involved in the Maintenance Workers Lawsuit. I’ll have to pull more files when I have a minute.
